John T. Rodgers was appointed as a magistrate judge for the U.S. Court for the Eastern District of Washington on September 1, 2013. Prior to coming onto the bench, Judge Rodgers had served as director of the Spokane County Public Defenders Office since 2003. He served as a criminal defense attorney in state and federal courts in Washington State from 1978 to 2003. Judge Rodgers received his B.A. in English Literature and B.A. in business administration from the University of Washington in 1975, and his J.D. from Gonzaga University School of Law in 1978. He maintains chambers in Spokane..

"Proposed Amendments to the U.S. Sentencing Guidelines"
Join us in welcoming AFD. Guernsey. Alison Guernsey will discuss the proposed amendments to the U.S. Sentencing Guidelines, the likelihood that they will be promulgated, and how we can use those proposed amendments to argue for lower sentences right now.
Alison K. Guernsey is the Supervising Attorney for the Federal Defenders of Eastern Washington and Idaho. She has been a trial attorney in that office since 2010. In that capacity, Ms. Guernsey represents indigent defendants accused of federal crimes in the U.S. District Court for the Eastern District of Washington. Those crimes include financial fraud, drug trafficking, firearms, immigration offenses, and violent crimes occurring on federal and tribal land, among others. Prior to her employment at the Federal Defenders, Ms. Guernsey was a term law clerk for the Honorable Michael J. Melloy, U.S. Court of Appeals for the Eighth Circuit, and the Honorable Karen Nelson Moore, U.S. Court of Appeals for the Sixth Circuit. She is a graduate of the University of Iowa College of Law and the University of Michigan.

"Litigating Drug Cases and Sentencing from the Judicial Perspective"
Join us in welcoming the Hon. Stanley A. Bastian. Judge Bastian serves as a United States District Judge in the Eastern District of Washington. He was nominated by President Barack Obama and confirmed by the United States Senate on April 30, 2014.
Judge Bastian started his legal career in Seattle where he worked as both a public defender and prosecutor. He also served as a law clerk for Judge Ward Williams of the Washington State Court of Appeals, and then spent 25 years in private practice in Wenatchee. Judge Bastian served as President of the Washington State Bar Association in 2007-2008. Prior to taking the bench, he also served as State Chair for the Equal Justice Coalition for several years, as well as the Ninth Circuit Lawyer Representative from 2012 to 2014. He is a fellow in the American College of Trial Lawyers.
Judge Bastian graduated from the University of Oregon (B.S. History 1980), and attended law school at the University of Washington (J.D. 1983). He is married to Judge Alicia Nakata, who has served as a judge in Chelan County since 1994.

"Interpreting and Analyzing CAD Information"
Join us as we welcome Emily Fulton a former dispatcher with Spokane County Sheriff's Department for 13 years. She is going to present on how to interpret and analyze CAD (computer aided dispatch) information between dispatcher and officer during a law enforcement contact. She will explain how a defense attorney may be able to use the cryptic data in the report to aid in filing a motion to suppress. She is also conversant in how to obtain the CAD reports and will discuss the public disclosure protocols and such to obtain the reports.

"Objecting to Supervised-Release Conditions:"
AFD Alison Guernsey will talk about the new standard conditions of supervised release; potential objections to those standard conditions, as well as other special conditions; and the traction that has been achieved in front of our district court judges in response to recent litigation regarding both the breadth and necessity of our standard conditions.

Chief Justice Roberts has appointed the CJA Study Committee to study and make recommendations to the courts and congress on the operation of the CJA. The committee is seeking input from around the country. One of the most important issues is how well the panel attorney program is working and whether changes should be made. Attached are issues that go to panel program. I will gather your opinions and send them to the committee. You are also welcome to send the committee your input on your own. The CJA was last studied in 1993. That committee recommended changes that were adopted. Some, like more independence for the panel program, were not adopted but, further study was recommended. Now, 23 years later, more study is going on.
